Replying to Dan Albas (Conservative)
“Mr. Speaker, I appreciate the member’s weighing in on this important topic. I just would point out to the member from Thunder Bay, though, that the greatest thing about the bill is actually the nice packaging. It has a nice cardboard outside, and it does not fall apart when I open it. Usually the bills we get are just photocopies. Proposed section 19 would essentially allow an authority, whether it be the Impact Assessment Agency, the Canadian Energy Regulator or the Canadian Nuclear Safety Commission, to actually tell a proponent to get another study, to the point where there could be no decision made on starting the one-year clock that the government purports to support. Why would the government give an unlimited amount of time, in proposed section 19, for that completeness to happen? Is the member concerned that could be abused?”
