“I am open to this bill because it sends money to Quebec without conditions. Usually, Quebec pays 22.5% into these programs but only gets 16.6% back. That means people in Quebec are paying for housing elsewhere instead of fixing our own housing needs.”

Mr. Speaker, I would like to thank my colleague from Calgary Centre, whom I hold in particularly high regard. As I said, this is one of the few bills that involves an unconditional transfer. In effect, this means that Quebec’s money will be returned to Quebeckers. For that reason, we are somewhat open to it. We generally find that, with programs such as the Canada housing infrastructure fund, Quebeckers pay their full share, namely 22.5%, corresponding to their share of the population. However, they receive only 16.6% of the funding, meaning that Quebeckers are paying to create housing elsewhere rather than at home, even though Quebec has significant housing needs.
