“A government report says the minister is responsible for carrying out modern treaties. But the minister said today that a new commissioner would do it instead. I want to know who is actually responsible.”
“Madam Speaker, I am looking at a government document. It is titled “Implementation of Modern Treaties and Self-Government Agreements”. It is a provisional annual report. It states that the implementation of modern treaty commitments is the responsibility of the Minister of Crown-Indigenous Relations. Earlier this morning, at the beginning of the debate, we heard the minister state that it was not the minister’s responsibility. It would be part of the new commissioner’s role. Who is going to be responsible for it? Will it be the minister, as the government’s own document states, or the commissioner, as the minister stated?”
