The issue of transparency and accountability is coming up, and it is one of the reasons we have included the special mediator piece. As to what the special mediator would do, the report they would present would hold employers to account. What employer is going to want a report that shows it was not bargaining in good faith? I would refer again to the thoroughness and thoughtfulness that have been put into this legislation with respect to accountability and transparency.”
