“Mr. Speaker, Bill C-39, and particularly division 6 on the Species at Risk Act, adds the concept of the feasibility of the terms and conditions in respect of permits for activities that affect habitat and species. The government is weakening the conditions imposed when an activity is authorized by the government, despite the fact that it will have a negative impact on a listed species and its habitat. Is the member not concerned that endangered species could end up further threatened?”
