“I support this bill. Indigenous leaders told me it will make consultations simpler because only one department will handle them instead of several. Our duty to consult Indigenous communities does not change.”
“Madam Speaker, I have been talking about this legislation with indigenous leaders from across the country. Based on the feedback I am hearing about Bill C‑39, it offers the possibility of a consultation process coordinated by a single department. The process would be more organized, sparing communities from having to deal with different departments at different times of year. The duty to consult remains unchanged. Currently, two agencies conduct assessments: the Impact Assessment Agency of Canada and the Canada Energy Regulator. The bill provides that only one agency will be responsible for assessment. That said, the factors to be considered and the duty to consult remain the same.”
