“Madam Speaker, I want to quote a former Liberal environment minister and former Liberal federal member of Parliament, the Hon. Clifford Lincoln, a strong Liberal who cared about rights. When he resigned his seat in the Bourassa cabinet, he gave a speech in the Assemblée Nationale du Québec, where he said, “rights are rights are rights”. This is a scandal.”
