“The government has promised for 18 months that this money is coming soon. There is $600 million sitting there, and the government will probably add another $600 million in the next budget. The government needs to act and put the CRTC's decision into place.”

The government does not want to implement the CRTC’s decision, yet $600 million has been sitting on the table for the past 18 months. I am guessing they will earmark another $600 million in the next budget. That will bring the total to $1.2 billion, while we wait for the government to get its act together and finally implement the CRTC’s decision.”
