“I hope this bill helps small businesses and consumers. But it could also hurt them in ways we do not expect. The committee needs to study every part of it carefully to make sure it gets the balance right.”

However, that does not negate the questions that I had in my speech, and that it would not also negatively impact them with unintended consequences. I think that it is incumbent upon the committee members, when it comes before them, to take a look at each and every piece to make sure we find the balance necessary so that businesses can get a move on.”
