“The Constitution clearly divides power, and we already have agreements between Quebec, the provinces, and the federal government. I want the member to answer my question directly. Is worker mobility under federal control or Quebec control?”
“Mr. Speaker, I asked my colleague a question. The Constitution exists; it clearly sets out areas of jurisdiction, and there are agreements between the provinces, Quebec and the federal government. My question is simple, and I want him to give me the right answer. Is labour mobility a federal jurisdiction or a Quebec jurisdiction? That is all I want to know. Is he able to answer that question? If he cannot do so, what is he doing in the House?”
