“Mr. Speaker, this bill is not going to impose bans without consequences. These companies know that. We have included penalties of 3% if they fail to reliably implement everything contained in this bill. There will be 3% penalties. This bill requires accountability. We take comfort in the fact that if companies fail to comply with or respect this bill, they will be penalized by the commission that will be established.”
