“The federal government has not tried to talk to the provinces or Quebec about this bill. It seems more interested in working with Alberta than with Quebec. It is hard to work together when one partner is silenced.”
Official Hansard

Mr. Speaker, unfortunately, the federal government appears to have made no attempt thus far to engage in discussions with the provinces and Quebec. That is regrettable. As we have seen recently, the federal government’s decisions suggest that it is much more interested in working with some of the other provinces than with Quebec. It wants to have a lot to do with to Alberta, but, as evidenced by its handling of the Canada-Europe summit, it wants less to do with Quebec. Time will tell if I am right or wrong, but that is my impression based on what has taken place over the past few days. After all, it takes two to tango, but if one partner is silenced, that makes things difficult.
