“Madam Speaker, I would like to commend my hon. colleague for introducing this bill. We all know how important it is that we improve our flood and drought preparedness. There was a question that came up in committee, and I think it is important to allow my colleague to explain it to people. Why is this bill needed in order to implement a strategy? The government often launches strategies without legislation. Furthermore, how can we ensure that a province, especially one like Quebec, which is ahead of the curve, will be respected within its jurisdiction when the federal government implements a strategy of this kind?”
