Replying to Louis Villeneuve (Liberal)
“Mr. Speaker, I always enjoy listening to my colleague, and I dream of one day being able to speak so eloquently. I think that if he goes back to teach economics, I will sign up. I want to go back to the fact that my colleague said that the Bloc Québécois initially voted for the measure because it was necessary. However, the situation around the world has not improved since then. I do not think we can say that things have stabilized very well. My constituents in the riding of Brome—Missisquoi have been telling me how much the measures the government is putting in place are helping them. We are not creating measures just for the sake of burning money. That is not the goal. The goal is to help our constituents. My question is this. The Parti Québécois, which came to power in Quebec City, called for a permanent suspension of the federal excise tax on gasoline. Does the Bloc Québécois share that position as well?”

Mr. Speaker, Claims · 105 wordsI never said that people enjoy burning money.Off point When people tell us they like these measures, it is partly because the Minister of Finance told them that the 10¢ would go into their pockets, even though that may not be true.1 People trust a finance minister who has not shown us the studies. The Parti Québécois will make its requests, and it is even possible that tax points could be transferred. I do not know what the Parti Québécois will propose.Partly on point At one point, during a debate here, we were asked what we would do if the Parti Québécois had proposals regarding the excise tax.Off point Procedure · 5 wordsThere is, however, one difference.Procedure Reasoning · 81 wordsDuring the election campaign in Quebec, every single party, without exception, had a plan to return to a balanced budget in the short or medium term, 2which leaves room for experimentation. However, when you have a deficit of $65 billion, $68 billion, $69 billion, $72 billion, or $73 billion dollars, the $3-billion margin for experimentation takes on a different meaning, especially since this is the second time the policy has been implemented and no assessment of its effectiveness has been conducted.34 The ask · 12 wordsI urge them to do the work at the Department of Finance. Positioning · 7 wordsI believe it has already been done.Positioning The ask · 34 wordsAbove all, I urge them to publish their work and tell us what we are voting on, rather than trying to put parliamentarians on the other side of the House in an uncomfortable position. Positioning · 18 wordsPersonally, I am very comfortable with the idea of seeking all the facts before voting on a bill.PositioningOff point
