Replying to Andréanne Larouche (Bloc Québécois). The question was off topic, so this reply is judged against the bill.
“Mr. Speaker, I thank my colleague with whom I work on the Standing Committee on the Status of Women. She is the chair of the committee, and I truly enjoy working with her. This is not a partisan issue, but I still have a question for her. In Quebec, we worked across party lines, all together, and produced a report on rebuilding trust. The report contained a recommendation for the federal government, which I tackled head-on. We carried out a study at the Standing Committee on the Status of Women and we held a press conference, with all the political parties, to ask the federal government to do its part and to respond to Quebec’s request that it criminalize coercive control. We succeeded in doing that. Coercive control is now included in the law resulting from Bill C-16. We took that step, which was a request from Quebec. As my colleague mentioned, the Gabie Renaud law was unanimously passed before last summer. How does the member see her bill? How does she see it fitting in since the report on rebuilding trust did not call for a national policy and there are already things being done in Quebec? How does she see her bill fitting in with all that?”

Mr. Speaker, Claims · 42 wordsSenator Manning’s initiative is very much in keeping with the various measures that can be undertaken, be they strategies, national initiatives or legislation. In this case, we have legislation that provides a framework for a national effort to prevent violence against women.1 Thanks · 13 wordsI commend the Government of Canada for having put that effort in place. Thanks Claims · 52 wordsSenator Manning called for it, 2and that request has been answered. Now comes a second request: that this national effort survive the various governments that eventually sit on the other side, regardless of which party sits on the government side. The aim is precisely to ensure that this strategy has staying power. Reasoning · 18 wordsI think that is the goal: to reach the kind of consensus that will bring about real change.
