Replying to Elizabeth May (Green)
“Mr. Speaker, I do not doubt that we are all united in wanting our children to be protected from this really toxic and, for some, profitable, world that just does damage to Canadians. I was struck, in Bill C-34, by clause 85, which says, “The purpose of a penalty [in this act] is to promote compliance with this Act and not to punish.” The maximum penalty for one of these pirate companies from outside Canada would be $10 million. I do not think the minister would, for one minute, say we have capped the value of the life of a Canadian child at $10 million. However, I would like punishment to be a core incentive for these corporations to clean up their act and really feel the duty to protect Canadian children, punishment that could end in jail time for directors if they do not comply with the duty to protect Canadian children.”
