“Mr. Speaker, the Conservatives want to debate Bill C-40 more and more it seems, and I get it. Crown corporations are, in fact, held accountable, because even though they are at arm’s length, there is usually a minister tied to a Crown corporation. There are annual reports. There is a litany of things to ensure accountability and transparency, but the Conservative line seems to be to oppose Bill C-40 at all costs. Here we are on Bill C-31. Mr. Speaker, I have spent enough time in business to know that when something is not working, we do not automatically fix it by changing the org chart. We have to identify the problem first. The government created the Defence Investment Agency promising procurement at speeds not seen in generations, but barely a year later, it is already proposing another restructure. I think it is reasonable to ask about that. What went wrong with the original plan? Which approvals were causing the delays? What actually improved? How will another reorganization solve the problems? At the end of the day, our soldiers, sailors and aviators do not need another org chart. They need equipment that actually arrives.
