Replying to Mario Simard (Bloc Québécois)
“Madam Speaker, I admit that the bill’s objective is laudable, but there is a major problem here. I am sure members know what I am going to say next. This bill fails to acknowledge that health falls under the exclusive jurisdiction of Quebec and the provinces. Quebec already has laws that implements proposals similar to the ones found in this bill. I do not see how the Bloc Québécois can approve a bill like this unless it is amended to explicitly acknowledge that health falls under Quebec’s jurisdiction and that it is Quebec’s responsibility, not the federal government’s. I would like to hear my colleague’s thoughts on that.”

The law is complementary, applying only in cases where a province or territory does not already have comparable legislation.2 At present, Quebec and Ontario already have their own legislation in place.3
