“Mr. Speaker, I really do appreciate the question. I think it is best answered by recounting what one of our senators said in addressing the bill. She talked about having a wonderful dinner at home and then going for a walk, during which she was harassed by some people in a truck who were saying some fairly harsh things. They actually had a noose in the truck. In order to really appreciate the hatred that, unfortunately, is still out there, we have to understand the impact of something of that nature. I do not deny the fact that the noose sends all sorts of strong, negative messages. It hurts people to the core. It is time that we actually do something about it, and Bill C-9 addresses that particular issue and a whole lot more.”
