“This new defence corporation will answer to Parliament through a new associate minister. It will have a board of directors, strong money rules, and audits by the Auditor General. This will make buying defence equipment faster while keeping the government accountable.”

Mr. Speaker, on the contrary, I would say to my colleague that the proposed Crown corporation will be accountable to Parliament through a new associate minister of national defence for procurement. This is exactly the case in several other allied countries in Europe, for example, in Great Britain. The government will establish a board of directors to oversee the agency’s day-to-day management and supervision. In addition, the Crown corporation will be subject to ministerial requirements regarding reporting to Parliament and financial controls, as well as audits and reviews by the Office of the Auditor General of Canada. We have established a model, or an architecture, that will streamline procurement. At the same time, we are ensuring that there is the kind of accountability to which the member is referring.
