“Job training belongs to Quebec, not the federal government. Quebec built its own programs to meet its own needs. Federal interference causes duplicate work and wastes effort. The federal government should send money to Quebec instead of running its own programs.”
“Mr. Speaker, one thing is certain. When it comes to areas of jurisdiction, they are the ones with the resources. They created their own systems to be able to give young people training that reflects the needs of Quebec and its regions. It is all in the name: “area of jurisdiction”. When the federal government tries to meddle in an area that does not belong to it, like workforce training, employment or labour, we run the risk of ending up with redundancies, and once again, we run the risk of being much more inefficient. That is why we often demand transfer payments. In this case, witnesses told the committee that the transfer that Quebec should have received would have improved the offering of unique programs in Quebec. In terms of skills training, we also heard that Quebec has something unique to offer when it comes to skilled trades. I could go on about this, but I think I will move on to the next question.”
