“Quebec needs more money for health care, frontline services, and homelessness. Provinces run these services, but the federal government cut health transfers to them. This bill should have removed the cap on health transfers to the provinces.”
Official Hansard

Mr. Speaker, I thank my esteemed colleague for his speech. As a member from Quebec, he knows that health and social services need some love, some additional resources, because the needs are dire, whether we are talking about homelessness or frontline services. Could Bill C-31 not have included some good news for Quebec’s health and social services, by removing the cap on federal transfers to the provinces, for example? After all, services are not really delivered by Ottawa, but by Quebec and the provinces. Unfortunately, across Quebec and in the other provinces, there is a problem with financial resources, because the federal government has cut its transfers. Does my colleague think that this would have been a good measure to include in Bill C‑31?
