Safe Social Media Act

Bill C-34, Safe Social Media Act · Second reading · now at committee in the House Where it stands

What Bill C-34 would do

The bill would create the Digital Safety Act and set up the Digital Safety Commission of Canada to oversee it. Operators of regulated social media and chatbot services would have to mitigate exposure to harmful content, label synthetic content, and protect children through design features and age limits. Platforms would also have to remove non-consensual intimate content and child sexual abuse material, and submit digital safety plans to the commission.

“Everyone seems to support this bill. But people have real concerns about privacy when they have to show ID to prove their age. I want to know the best way to lower that risk.”
Official Hansard

Mr. Speaker, I think that there is broad consensus around this bill and that it has unanimous support in the House. Nevertheless, some people have raised concerns about privacy, particularly when people are required to show ID to prove their age. I think those concerns are legitimate. We have to figure out how to strike the right balance between inconvenience and risk reduction. I would like to hear my colleague’s thoughts on this specific risk. What are the best ways to reduce it?

“Did the government consult with people before writing this bill? In particular, did it talk to Quebec, which has already done a lot of work on rules for kids using social media?”
Official Hansard

Mr. Speaker, I thank my colleague for his contribution to the debate. My question is as follows: Before drafting Bill C‑34, did the government carry out consultations, particularly with Quebec, which has already made significant progress on the issue of regulating access to social media for minors?
