Safe Social Media Act

Bill C-34, Safe Social Media Act · Second reading · now at committee in the House Where it stands

What Bill C-34 would do

The bill would create the Digital Safety Act and set up the Digital Safety Commission of Canada to oversee it. Operators of regulated social media and chatbot services would have to mitigate exposure to harmful content, label synthetic content, and protect children through design features and age limits. Platforms would also have to remove non-consensual intimate content and child sexual abuse material, and submit digital safety plans to the commission.

Mr. Speaker, we need to have commissioners. We need to have oversight, but we cannot take oversight away from parents. We need to make sure parents keep their oversight over their own children. If there is one commissioner who is making the decision, it can be problematic, so we need to make sure there is a lot of oversight, not only from the House, but also from parents themselves.

“I have a concern about this bill. We should decide the rules here in Parliament as elected representatives, instead of leaving so many important details to regulations later.”
Official Hansard

Mr. Speaker, I have a concern about this bill. Why are so many actual issues in this bill being left to regulations, rather than us deciding at this point in Parliament, as representatives of the people, that these are the minimum requirements? Why are we not doing that, and instead leaving it for regulations?

“We should not rush this bill through. The government may want to protect children, but a committee needs to study this bill closely before it moves forward.”

Mr. Speaker, my colleague also knows how important this bill is and how important it is that it is scrutinized. In particular, we need to make sure that what he is asking is discussed in committee and that something like this is not just pushed through quickly, like many other bills that have been brought forward by the Liberals have been. I believe they have the children of Canada at heart in this bill, but there is no way this can go forward without being heavily scrutinized in committee by everyone in the House.
