Replying to Mario Beaulieu (Bloc Québécois)
“Mr. Speaker, as drafted, clause 7 of the bill puts Quebec and the provinces under federal control, although such responsibility is by no means within the federal government’s purview. Health is the exclusive jurisdiction of Quebec and the provinces. Does my colleague support amending clause 7 to recognize Quebec’s jurisdictions?”

Mr. Speaker, this needs to remain under provincial jurisdiction. Nothing needs to change there, but I think the provinces need to work together to make sure that data can be interchanged. It is extremely important to reduce harm and save lives. As I mentioned in my speech, I know of someone who was given penicillin by accident and died because their information was not transferred from province to province. They had gotten into a car accident. The provinces need to work together to ensure we have a transfer of data, but I absolutely do not think this should be removed from provincial jurisdiction.
