The Environment

During question period on the environment, members discussed Bill C-39, the Building Canada Strong Act, which changes how major projects like pipelines are reviewed. The Bloc Québécois argued the Prime Minister is using the trade crisis with the United States as an excuse to make permanent changes that would otherwise be unacceptable, including picking pipeline projects himself and bypassing environmental laws. The Prime Minister, speaking for the Liberals, said the bill keeps all environmental laws and standards in place, and that the changes are about efficiency, with project decisions made within one year under a single review per project.Written by AI from the debate. “I oppose this bill. The Prime Minister is using the crisis with Donald Trump as an excuse to permanently ignore environmental laws and pick pipeline projects himself.”

Mr. Speaker, in the case of Bill C-39, the Prime Minister is using the crisis with Donald Trump to adopt permanent changes that would otherwise be unacceptable. He is circumventing laws with his new pipeline, which he will personally select based on his own criteria. The proof that Donald Trump is an excuse is that the Prime Minister is repealing a provision of Bill C-5 that limited its emergency powers to five years. Donald Trump will no longer be around in five years, but the Prime Minister will be able to continue suspending environmental laws indefinitely. What is that if not an abuse of power?

“This bill keeps all our environmental laws and high standards. It just makes the review process faster by making decisions within one year and doing only one review per project.”

Mr. Speaker, we are going to maintain all laws, standards and environmental rules with Bill C-39. It is a question of government efficiency, not a question of standards. We can and will maintain high Canadian standards, but decisions will be made within one year, with “one project, one review”.
