Building Canada Strong Act

Bill C-39, Building Canada Strong Act · Second reading · now at committee in the House Where it stands

What Bill C-39 would do

The bill would set one-year deadlines for impact assessments of major energy projects, including pipelines, power lines, and offshore renewables, once required information is submitted. It would also allow the federal government to designate trade corridors, adjust port governance and rail switching rules, and let electronic documents replace paper records for trade. In addition, the bill would introduce new collective bargaining rules and timelines under the Canada Labour Code, along with changes to environmental reviews and fisheries offsetting fees.

“Many large projects help American companies and send Canadian products to the U.S. I want to know if the government checks this before it announces these projects.”
Official Hansard

Mr. Speaker, so many of these large projects actually benefit U.S. companies and continue to send Canadian products to the U.S. I am wondering if there is any screen or filter of which the member is aware within government that ensures that before projects of national interest are announced, there is an analysis of this in advance.

“I agree with the previous speaker. These bills hurt environmental laws and Indigenous rights. There is no clear definition of what counts as a project or region of national interest. I want to hear the member's thoughts on that.”
Official Hansard

Madam Speaker, I completely agree with the speech from the member for Gaspésie—Les Îles-de-la-Madeleine—Listuguj. Bill C-39, and also part of the first Bill C-5, destroyed environmental laws and indigenous rights. There is currently no definition of what constitutes a region of national interest or a project of national interest. Does my colleague have any comment about that?

“I oppose this bill and an earlier bill like it. Together, they let the government ignore other laws and make our environmental rules too weak. I want to know if we can fix this bill while also fixing the damage from the first one.”
Official Hansard

Madam Speaker, I would like to thank my colleague from Repentigny for his excellent speech. Now, for the other Liberal MPs who may have forgotten, it is not just a question of Bill C-39. There is also Bill C-5 from 2025, which currently suspends certain Canadian laws and gives cabinet the power to repeal other laws that get in the way. Bill C-5 remains unchanged, then we have Bill C-39 and, now, they add in regions of national interest. Obviously that is not the only provision in Bill C-39. There are other areas for improvement, because they render Canada’s other laws weak and ineffective. I simply want to ask my colleague whether it is possible to envisage improving anything in Bill C-39 while, at the same time, addressing the disaster that is Bill C-5.
