Building Canada Strong Act

Bill C-39, Building Canada Strong Act · Second reading · now at committee in the House Where it stands

What Bill C-39 would do

The bill would set one-year deadlines for impact assessments of major energy projects, including pipelines, power lines, and offshore renewables, once required information is submitted. It would also allow the federal government to designate trade corridors, adjust port governance and rail switching rules, and let electronic documents replace paper records for trade. In addition, the bill would introduce new collective bargaining rules and timelines under the Canada Labour Code, along with changes to environmental reviews and fisheries offsetting fees.

“I support this bill. Our economy stops working when supply chains break down. We have the resources and railways we need, and this bill makes things run more smoothly for businesses.”
Official Hansard

Mr. Speaker, as far as my region is concerned, it takes a supply chain for production to get where it needs to go. In all my previous occupations, when the supply chain broke down, the entire economy screeched to a halt. Just ask a dairy industry that has no milk, a meat packing plant that has no cull cattle, or aluminum smelters with no bauxite or alumina. There certainly are challenges, in terms of efficiency, for example. We need to invest in a strong Canada. The resources are in place. Canada has lots of railways and great resources. We want to improve efficiency so that we can respond more effectively to the business community.

Carlos Leitão, Parliamentary Secretary to the Minister of Industry

Liberal
“Canada's economy is growing quickly, and our inflation is low compared to other top economies. This bill makes sure major projects need only one environmental review with the provinces instead of two, which speeds things up. I want the member to say what he thinks about that.”
Official Hansard

Mr. Speaker, just for the record since our colleague made an allusion to that, Canada’s economy is not the slowest-growing in the G7. In fact, right now we are the second-fastest and inflation in Canada is one of the lowest in the G7. However, I will go back to the issue in question here. Our colleague spent quite a bit of time on the one-year approval track record, but in fact this bill is one project, one assessment, one year. I would like our colleague to comment on this one assessment part of the bill, which is working collaboratively with the provinces to make sure that we avoid duplication of processes and that the projects can advance much faster than that.

Steeve Lavoie, Beauport—Limoilou

“The member said no major projects have started under our government, but that is not true. In my area, work has already begun on new icebreakers and container ships. I want the member to admit these projects are happening.”
Official Hansard

Mr. Speaker, I thank my colleague for his speech. He said that no projects have gotten under way since the government came to power. In my region alone, however, Davie Canada started construction on the Polar Max icebreaker last spring. I was there when the first bolt was fastened. An $11-billion contract for six icebreakers was also just announced. In my riding, a container ship project was just announced as well. Meetings have already been held. I would like to know where this information that there have been no projects comes from. Would my colleague like to rephrase his response a little, based on Bill C‑39 and the projects ahead?
