Building Canada Strong Act

Bill C-39, Building Canada Strong Act · Second reading · now at committee in the House Where it stands

What Bill C-39 would do

The bill would set one-year deadlines for impact assessments of major energy projects, including pipelines, power lines, and offshore renewables, once required information is submitted. It would also allow the federal government to designate trade corridors, adjust port governance and rail switching rules, and let electronic documents replace paper records for trade. In addition, the bill would introduce new collective bargaining rules and timelines under the Canada Labour Code, along with changes to environmental reviews and fisheries offsetting fees.

“The government approved the Trans Mountain pipeline even though some First Nations did not agree to it. Will the government do the same thing with the new Pacific link pipeline?”
Official Hansard

Mr. Speaker, that was a very comprehensive speech. It actually related to everything I have learned over the last 20 years. I will not say “rights and title” but “indigenous interests”. In relation to indigenous interests, the Prime Minister said the content of UNDRIP would not be affected by a pipeline going to the Pacific coast. However, with the original Trans Mountain pipeline, there were first nations that did not give their consent to the pipeline, yet the project was still approved. Are we expecting something similar with the Pacific link pipeline as proposed?

“The member opposite used to strongly support a cap on oil and gas. I want to know if he still supports that cap and if he supports the new pipeline to the British Columbia coast.”
Official Hansard

Mr. Speaker, the member opposite was very vocal not too long ago about imposing an oil and gas cap on Canada. I wonder if he still supports that and if he supports the planned pipeline through B.C. to the B.C. coast.
