First Nations Clean Water Act

Bill C-37, First Nations Clean Water Act · Second reading · now at committee in the House Where it stands

What Bill C-37 would do

The bill would affirm that the right to self-government includes First Nations jurisdiction over drinking water, wastewater, source water, and related infrastructure on their lands. It would set minimum standards for water quality, water quantity, and wastewater effluent. The bill would also establish guiding principles like substantive equality and create pathways to help protect source water.

“This bill lets First Nations, provinces, territories, and the federal government work together on shared water while respecting everyone's powers. Does the member agree that this teamwork is a good thing that will help the law last?”
Official Hansard

Madam Speaker, when watersheds are shared, the legislation provides a framework for collaboration that allows first nations, provinces, territories and the federal government to work together while respecting existing jurisdictions. Does my hon. colleague from Abitibi—Témiscamingue see this approach as beneficial and likely to ensure that the law stands the test of time?

Tim Watchorn, Les Pays-d'en-Haut

“Towns already struggle to find trained workers to run water and wastewater systems. I want the member to explain how this bill will help train more workers in First Nations communities so they can run their own systems.”
Official Hansard

Mr. Speaker, my colleague has an excellent grasp of the issues we are discussing. I would like him to talk a bit more about workforce development. When it comes to drinking water and waste water in municipalities, they are already struggling to find enough skilled staff to manage these systems. I would like him to talk about how Bill C-37 will help increase the workforce in first nations communities so they can manage their own drinking water and waste water systems.
