Bill C-37, First Nations Clean Water Act · Second reading · now at committee in the House Where it stands

What Bill C-37 would do

The bill would affirm that the right to self-government includes First Nations jurisdiction over drinking water, wastewater, source water, and related infrastructure on their lands. It would set minimum standards for water quality, water quantity, and wastewater effluent. The bill would also establish guiding principles like substantive equality and create pathways to help protect source water.

“This bill is a big step forward for clean water on First Nations lands. I want us to send it to committee so we can study it more. Will the Green Party support this bill?”
Official Hansard

Madam Speaker, the issue of water quality has been at the forefront in many ways, including when I served in the Manitoba legislature. I have had a long relationship with the national chief of the Assembly of First Nations, Cindy Woodhouse, who has been a very strong advocate in dealing with water, so I am somewhat familiar with the urgency of the issue. Before us today, we do have legislation that would be a significant step forward. I am hoping that it will ultimately go to committee, and I am sure the member will be able to continue to express her thoughts in regard to the issue she has raised today once it gets to committee. I would like get her thoughts in regard to whether the Green Party would see fit to support the legislation itself.

Jacques Ramsay, Parliamentary Secretary to the Minister of Public Safety

Liberal
“This bill includes $4.6 billion, which is Canada's largest investment ever for clean water for First Nations. I want the member to admit this money proves the government is serious about bringing clean water to First Nations.”
Official Hansard

Madam Speaker, I would like to know the member for Winnipeg Centre’s thoughts. There is about $4.6 billion in funding associated with this legislation. That is a lot of money. In fact, it is the largest investment that Canada has ever made for clean water for first nations. Does that not say something? Can my colleague tell us what she thinks about this funding? Is that not a strong indication that this government wants to advance the cause of clean water for first nations?
