Building Canada Strong Act

Bill C-39, Building Canada Strong Act · Second reading · now at committee in the House Where it stands

What Bill C-39 would do

The bill would set one-year deadlines for impact assessments of major energy projects, including pipelines, power lines, and offshore renewables, once required information is submitted. It would also allow the federal government to designate trade corridors, adjust port governance and rail switching rules, and let electronic documents replace paper records for trade. In addition, the bill would introduce new collective bargaining rules and timelines under the Canada Labour Code, along with changes to environmental reviews and fisheries offsetting fees.

“The member said no major projects have started under our government, but that is not true. In my area, work has already begun on new icebreakers and container ships. I want the member to admit these projects are happening.”

Mr. Speaker, I thank my colleague for his speech. He said that no projects have gotten under way since the government came to power. In my region alone, however, Davie Canada started construction on the Polar Max icebreaker last spring. I was there when the first bolt was fastened. An $11-billion contract for six icebreakers was also just announced. In my riding, a container ship project was just announced as well. Meetings have already been held. I would like to know where this information that there have been no projects comes from. Would my colleague like to rephrase his response a little, based on Bill C‑39 and the projects ahead?

“The government claims it created more jobs, but they are only government jobs. These do not help regular Canadians or private businesses. For ten years, this government has only made projects harder to build and caused delays.”
Official Hansard

Mr. Speaker, the government also claims that it has brought more jobs forward, but the fact of the matter is that they are only government jobs. We do not see this benefiting everyday Canadians. We do not see this benefiting the private sector. We see more complications, and projects being held up and delayed. That is the reality. That is what we have seen after 10 years of the Liberal government. That is what Canadians are dealing with right now.

“I want my colleague to talk about what happens when the government hand-picks projects to speed up, instead of making clear rules that work for everyone.”
Official Hansard

Mr. Speaker, I wonder if my colleague would like to comment on the implications of the government hand-picking projects for fast-tracking as opposed to opening up and providing certainty with a clear regulatory system for everyone.

“Businesses and entrepreneurs are leaving Canada for the United States. We need to build more infrastructure and bring more projects here instead.”

Official Hansard

Mr. Speaker, that is the reality we see with the government. We do not see the private sector booming, and we do not see private businesses and private entrepreneurs getting involved in Canada. We see our businesses and entrepreneurs going south of the border. We want to make sure that we bring more infrastructure and more projects to Canada.
