In question period, the NDP raised the strike by Bank of Canada security officers, now over three months old. Don Davies said the bank had twice been caught violating the federal ban on replacement workers and asked the Prime Minister to speak out and condemn the bank. Responding for the government, Patty Hajdu pointed to Bill C-58, which took effect June 20, 2025 and amended the Canada Labour Code to prohibit replacement workers during strikes, saying all federally regulated employers including Crown corporations must follow the code and that complaints can be filed with the independent labour board.Written by AI from the debate. “Bank of Canada security officers have been on strike for over three months. The bank broke the law twice by bringing in replacement workers. The Prime Minister says he supports workers, but he is staying silent. I want him to stand up for these workers and condemn the bank.”

Mr. Speaker, two blocks from this chamber, the Bank of Canada’s security officers have been on strike for over three months. Shockingly, the bank has twice been caught breaking federal anti-scab laws. It even brought in Pinkerton, a contractor with a notorious history of violent strikebreaking. The Prime Minister built his reputation as the governor of the Bank of Canada. He is now silent while it repeatedly violates workers’ rights. The Prime Minister claims to defend Canadian workers. Why will he not stand up for these workers and condemn this corporate law-breaking?

“Federal employers, including Crown corporations, cannot use replacement workers during strikes. If a union or worker believes an employer is breaking this rule, they can file a complaint with the labour board. The board is independent and will handle the issue.”

Official Hansard

Mr. Speaker, Bill C-58, which came into force on June 20, 2025, amended the Canada Labour Code by prohibiting the use of replacement workers during a strike. We expect all federally regulated employers, including Crown corporations, to abide by labour standards as set out in the Labour Code. If a union or an employee believes an employer is illegally using replacement workers, they can file a complaint with the Canada Industrial Relations Board. I will note that the CIRB is an independent, quasi-judicial body and tribunal. Any complaints made to the CIRB will be dealt with as the CIRB deems appropriate.
