“This bill gives the minister too much power and could interfere with Quebec's control over its own natural resources and Hydro-Québec. We need to study it carefully in committee and hear from Quebec. I want the member to promise she will protect Quebec's powers and the environment.”

Mr. Speaker, I am very happy to see you in the chair. I appreciated my colleague’s speech, but I am not entirely reassured. It seems like every bill in this Parliament either overrides existing laws or grants more powers to ministers. This bill is highly complex and will require careful study in committee. However, it is already clear that one of its objectives is to confer even more powers on the minister. We have some concerns on that front. We also have concerns about Quebec’s jurisdiction, particularly with respect to the development of natural resources and Hydro-Québec, a point of national pride. I think we will need to hear from its representatives in committee. I would like my colleague to commit to defending these areas of jurisdiction and protecting the environment. She told us she came from the oil industry. I respect that experience but, at the same time, her viewpoints may differ from mine. I would like her to reassure me on this issue.

“This bill is complicated and technical, and we have concerns about it. The government keeps giving ministers more power. I want the member to explain his thoughts on these new powers, whether they worry him, and what solutions he has.”
Official Hansard

Madam Speaker, this bill is obviously rather complex. It is very technical, I would say. We have some concerns. I heard my colleague talk about the new powers the minister might assume, and I would like him to elaborate on that. We are seeing a pattern where the government is giving ministers a lot of power. Is this something that concerns him, and does he have any solutions?

“We need to study this bill carefully in committee. I am worried that it gives too much power to government ministers. I want to know if this bill will respect Quebec's rights and protect Hydro-Québec.”
Official Hansard

Madam Speaker, I would like to ask the member the same question that I asked our Liberal colleagues earlier. We know that this law needs reviewing. I think that we need to conduct an in-depth study in committee, as my colleague just mentioned. We need to review it carefully. However, we have some concerns. This is yet another bill that gives more power to ministers. Since the 2025 election, the Liberals have been either bypassing laws or giving more discretionary powers to ministers, who are not all renowned scientists. That is unfortunate. I hope they will have good advisers. We are very concerned about this, and I would like to hear the member’s thoughts. Does she think that Quebec’s jurisdiction will be respected in the negotiations? Hydro‑Québec is Quebec’s pride and joy. We want to keep it.
