Government Business No. 11—Proceedings on Bill C-26

Bill C-26, An Act to authorize certain payments to be made out of the Consolidated Revenue Fund for the purpose of improving housing supply · Motion on how the bill proceeds · now law Where it stands

Debate on Bill C-26, which authorizes federal payments to provinces and territories to improve housing supply. The Bloc member said the money flows to Quebec without conditions but argued the debate only needed time allocation because the government had not shared details early. Conservatives said the government already has the power to make housing deals with provinces, questioned whether the promised 500,000 homes a year would be built, and argued the bill hands out billions without parliamentary oversight or affordability rules; one Conservative moved to send the bill to a different committee and also asked for more flexible infrastructure funding for his region’s flood mitigation. Liberals pointed to partnerships with cities and provinces as key to building homes, and asked how the bill would help people facing long subsidized-housing waits. A Green member asked the minister to explain the relationship between the existing housing agency and the new Crown corporation. Some speaking time went to one member’s extended remarks about flood funding and local issues, prompting a point that he was off topic.Written by AI from the debate. Updated .

Mario Beaulieu, La Pointe-de-l'Île

Bloc Québécois
“This housing bill could have passed much faster if the government had shared the details sooner. We were worried they would add conditions to the money, but it goes straight to Quebec to spend on housing. If the government had been clear from the start, we would not need to rush this debate now.”
Official Hansard

Mr. Speaker, it is a bit ironic that they are having to impose a super closure motion on Bill C‑26 when it could have been passed much more quickly if the government had been more transparent. The government refused to hold a briefing at the outset. We were not sure if the federal government was going to do what it usually does and impose a whole bunch of conditions that would delay and complicate the transfer of the funds. When the bill was introduced, we found out that the money would be transferred directly to Quebec so that it could use it as it sees fit for housing. That solved a lot of problems. Why was the government not transparent from the start? The process would have gone much quicker.
