The Environment

During question period on the environment, the Bloc Québécois raised concerns about Bill C-39, saying it replaces environmental impact assessments of pipelines by the Impact Assessment Agency with reviews by the Canadian Energy Regulator, and asked the government to acknowledge that the bill makes science optional in pipeline reviews. The government replied that science remains required in every environmental assessment, that the legislation applies to federal projects and makes review timelines more predictable, and said the Bloc Québécois is overstating the bill’s impact on Quebec.Written by AI from the debate. “Our bill only applies to federal projects, and it makes reviews more predictable. Science is still required for every environmental review, big or small. The Bloc Québécois is exaggerating how much this bill affects Quebec.”

Mr. Speaker, with all due respect to my friend from the Bloc Québécois, he knows full well that science is not optional in environmental impact assessments, whether the projects involved are major or relatively modest. What have we done in legislation that applies to federal entities? I understand that in the previous question, his leader somewhat overstated the impact of this bill on matters that fall within Quebec’s jurisdiction. This is federal legislation that applies to federal entities and is intended to bring greater consistency and predictability to these reviews.
