A bill to let doctors give sick patients drugs that aren't approved yet in Canada. Conservatives and Bloc raised concerns about safety, drug company abuse, and which level of government should handle it. Liberals shared anecdotes about sick kids.

Liberal
“I think Canadian doctors should have less red tape when they want to use certain drugs. I want to make a pre-approved drug list so doctors can use those drugs without waiting for approval. I want to make it easier for doctors to use unapproved drugs in emergencies or life-threatening situations. I think doctors should be able to decide whether to use an unapproved drug, not bureaucrats in Ottawa. But we also need to be careful about unsafe medications and pharmaceutical companies taking advantage of people. I tried to balance these things in my bill. I hope it will help patients get the drugs they need more easily.”

“You're bill is interesting. I want voters to know I care about safety. A Conservative banned drugs like heroin from this program before. Does your bill let doctors use heroin and other dangerous drugs? I want to look like I'm protecting Canadians.”

“I don't want to give a clear answer on heroin. Maybe we could let the minister restrict drugs later. Methadone could be useful for ICU patients. I'm trying to look thoughtful and open to ideas. Send it to committee so I don't have to decide now.”

“I don't actually care about this bill. I'm bringing up provincial jurisdiction because it's my job to mention Quebec. Make the provinces feel included. That's my only real complaint.”

“My bill is good. Hospitals like it. I gloss over the nuances of jurisdiction. I want applause, not feedback.”

“I want my colleague's bill to pass. More laws are good. I trust my colleague to make laws about drugs. I don't care what drug companies think.”

“I'm filling time with nice words about your French. I don't want to give a real answer. I wrote this law because I want more power to make drug companies do what I want.”

“Families are frustrated. The government should spend money to fix this. I say we make a list of drugs. This will make everything better.”

“I don't like this bill. I want the government to change it. There are some problems that need to be fixed. We should make sure the drugs on the list are safe. We shouldn't let drug companies take advantage of this bill. The government is making it too hard for people to get the medicine they need.”

Bloc Québécois
“I think this bill has good intentions. It tries to help people get drugs that aren't available in Canada. The Bloc will support it. But I'm worried it won't work well with provincial systems. Quebec has its own program. I want the provinces to be consulted. I have questions about the advisory committee and drug costs. I'll wait for the committee to decide what to do next.”

Ryan Turnbull

“This bill would let doctors access treatments that are available in other countries but not yet approved in Canada. I support it because it would cut red tape and help patients with rare diseases. It has safeguards and transparency built in. I trust doctors to make these decisions. We need to be compassionate and give Canadian patients the same chance as patients in other countries.”

Grant Jackson

Conservative
“I like that this bill would make unlicensed drugs easier to get. It has flaws though. It could let the minister approve heroin. It could also let companies sell drugs without good reviews. I want the bill to go to committee so we can make it better.”

Tamara Kronis

Conservative
“I support this bill to make unlicensed drugs easier to get for very sick people. It could give people hope and more time. I don't care about ideology, I want to help sick people. We should study this bill at committee to make it better.”
