Budget 2025 Implementation Act, No. 2

The Budget 2025 Implementation Act, No. 2 is a massive 330-page omnibus bill covering a wide range of topics from income tax measures, to tobacco and vaping products, to defence procurement. The bill includes changes to the Income Tax Act, Excise Tax Act, Bank Act, Canada Labour Code and many other acts. During debate, opposition MPs raised concerns about the size and complexity of the bill and the limited time for debate, arguing it was being rushed through without proper scrutiny. The government rejected accusations the bill was being rammed through, saying MPs had weeks to review it. Much of the debate focused on defence procurement changes, with the government saying the bill provides needed investment and the opposition arguing it adds bureaucracy. Other topics discussed included the forestry industry crisis and changes to the air passenger rights regime.

“I want to limit debate on this budget bill. MPs should have to vote on it quickly without making changes.”

“That's too big a bill. The government could do bad things with it if we pass it. Stop trying to rush it through.”

“I don't want to answer your question. It might make me look bad. I want you to only talk about the good things in the budget. I'm filling time so it sounds like I care about the forestry industry.”

“This bill is too long. It changes too many laws at once. We don't have enough time to debate it properly. The government is rushing this bill through. Sloppy drafting puts people's rights at risk. I want the member to slow down and give us more time to think about the changes.”

“I'm filling time and saying nothing anyone could pin down later. They should shut up. They should ask a question but I won't answer it directly.”

“I'm complaining that we didn't get to debate the bill very long. I want the other guy to admit he doesn't care and is just here to clap for his team no matter what.”

“I'm ignoring your complaint about debate time. I just want to say you're hypocrites who spent years clapping for your own team and ignoring everyone else.”

“I want taxpayers to spend half a billion dollars on arts grants. I want the minister to help me say why this spending is good.”

“I like spending your money on the arts. The budget must be prudent. I want to spend three quarters of a billion dollars anyway.”

“I want Parliament to debate spending billions of dollars. Shutting down debate after only three hours is bad. The government's plan isn't working. Canadians are losing jobs and struggling to pay for things. I think the government is afraid of letting us debate this.”

Liberal
“I want to talk about the good things that people say about our budget instead of letting the Conservatives debate it more. I think they're being hypocrites for wanting more debate. See, these nice quotes show that our budget will be good for the economy. We're going to make big changes to help consumers and smaller lenders and innovators. We think that's really important for Canada.”

“I don't like that the government is rushing this bill and not giving us enough time to study it. Air Canada already knew what was in the bill before we did. That's not right. The bill is very long and we need more time to do our job. The government didn't give us a briefing for three weeks and now they're limiting debate. That's very arrogant of them. I think they're abusing their power.”

“I want to defend the government against accusations that we rushed the bill. The Bloc is supporting the budget, so their complaint seems odd. MPs had weeks to read the 300-page bill. Do they need the government to read it for them? I think MPs should be able to read.”

“I want the minister to say whether he agrees with me or not. Agree that this bill is an overreach. Agree that this is far-left nationalization. We saw this happen before. It shouldn't happen again. The minister should answer for it.”
