Government Business No. 13—Proceedings on Bill C‑22

Bill C-22, Lawful Access Act, 2026 · Motion on how the bill proceeds · now at committee in the Senate Where it stands

Debate on Government Business No. 13, a motion to proceed with Bill C-22, the Lawful Access Act, 2026, which would modernize how police and CSIS can obtain subscriber and transmission data during investigations and create a framework requiring electronic service providers to help authorized officials access information. Liberals argued police across Canada need these tools to investigate crime and appealed for the bill’s passage, saying Conservatives were using procedural delay to block it. Conservatives said police do need better investigative tools but opposed part 2 of the bill, particularly a requirement that companies retain customer data, which they argued would create security risks; they also accused the government of cutting off debate and committee study, noting the Privacy Commissioner was not invited back after his recommendations arrived late. The Bloc Québécois and NDP said the bill was being rushed, called for more time to hear from witnesses including the Privacy Commissioner and journalists’ groups, and said the NDP and other parties had proposed amendments the government declined to accept. A portion of the discussion also touched on the government’s use of its majority to limit debate generally, with a Bloc member noting the Conservatives had supported a similar limit previously.Written by AI from the debate. “The Conservatives spent hundreds of hours talking about this bill in committee. I want to know how many minutes they actually spent talking about the bill itself.”

Mr. Speaker, I am curious about something. If the Conservatives are so constructive, I would like the member to tell me, of the hundreds of hours the Conservatives spent speaking on this bill in committee, how many minutes, because, yes, we are talking in terms of minutes, were spent discussing the actual subject at hand.

“We will debate this bill for as long as it takes. The government should not cut short our debate. We offered to pass the first part of the bill, but they refused.”

Mr. Speaker, we have heard from various members on that side of the House that it is 25 hours. There is no number of hours that will replace democracy in this place. That is what we are arguing tonight. We are going to stay as long as we can and as long as Canadians have sent us here to pass legislation. We offered them part 1. They said no, and that is on them.
