Protecting Victims Act

A bill to make a bunch of changes to criminal law, like creating new offenses related to coercive control and intimate partner violence, changing the rules around evidence in sexual offense trials, removing some mandatory minimum sentences, and a bunch of other stuff. In debate, the Conservatives argued for tougher sentencing and criticized the removal of mandatory minimums, while the Liberals said the bill strikes the right balance. There was also some discussion of lawful access to data and the rights of victims.

Liberal
“I want to protect victims and support survivors of crime. This bill will do that by strengthening the criminal law's response to gender-based violence and improving protections for children from sexual exploitation. We need to name these crimes as femicide and coercive control, and make sure predators face prison time. Laws shape culture, and we need to protect women and children.”

“I worked on bills about child abuse and intimate partner homicide. I want this other bill to pass by July 4th. Will you support passing it by then?”

“I thank my colleague for his work on that bill. We are glad to see bills like that moving through the House. It is our job to advocate for those who do not have voices. I will continue to work with him to elevate those voices in this chamber.”

“I cheer for protection from crime and intimate partner violence. But I scoff at the idea mandatory minimum sentences prevent it. Evidence shows that doesn't work. I ask my colleague - shouldn't we rely on evidence, not empty rhetoric? Being caught deters crime, not longer sentences.”

“There is no proof that mandatory minimums work. I claim they give people trust and confidence. We spent lots of time talking here about giving folks trust and confidence. The charter has lots of challenges. Our government will find a middle ground. I think mandatory minimums work. But I'm very focused on charter compliance. That's what's important.”

“That's bad. I want the court system to be easier for women victims. I want Bill C-16 to pass so government can say it helps women. The bill will make courts faster for victims. I want more time for complex cases too. I want the government to spend money to help women victims.”

“I want more mandatory minimum sentences. I'm mad at judges that strike down mandatory minimums. I want to use the notwithstanding clause to force mandatory minimums for child porn. I don't like the 'safety valve' that lets judges ignore mandatory minimums. I want to be tough on crime. I don't like how the Liberals are handling bail and sentencing.”

“I want the Conservatives to look bad. I'm going to attack them and call them names. I want mandatory minimums, and I want lawful access. Do you support lawful access or not?”

“I don't like what Kevin Lamoureux said. I am not far right. The Liberal Party is too far left. I want to keep mandatory minimum sentences. I'm proud that the Conservative Party wants to keep them too. We will keep them when we're in power.”

“I want my colleague to talk more about how the Liberals messed up their own bill. We tried to fix it to keep offenders in jail. I want him to tell everyone how the Liberals wouldn't work with us.”

“The chair called our amendments out of order. They wouldn't even let us debate putting offenders in jail longer. But on guns they made an exception -- then changed their mind. The Liberals didn't want to debate our ideas at all. They shut us down every time.”

“I'm glad this bill does something about femicide and harassment and recruiting kids into crime. I don't want to throw everyone in jail but mandatory minimums send a strong message. We need some middle ground - judges should usually follow them but have some flexibility for really unusual situations. It's not perfect but I think this is better than doing nothing.”

“I want judges to have some flexibility but I don't want this bill to be unconstitutional. The Conservatives would just use the notwithstanding clause over and over. What do you think about that?”

“I don't want mandatory minimums because they don't leave room for exceptions. The Supreme Court already ruled against them. We could go back to court again but it seems weird to keep trying the same thing over and over when it didn't work before.”
